These models have resulted different efficiency scores based on their built-in specifications. This study investigates the temporal pattern of technical efficiency based on Cornwell, Sickles, and Schmidt (CSS, 1990) as well as Lee and Schmidt (LS, 1993) models. In order to extend LS model, the assumption of identical temporal pattern for each individual is replaced by group-specific stochastic frontier model with a parametric function of temporal pattern. As empirical evidence, the observed data for the thirty three Cement planst in Iran during 1996-2005 are used. The cement plants have been divided into three different categories: More than 3000 tones per year , between 1000 to 3000 tones per year , and finally less than 1000 tones per year . The results indicate that significant differences between individual-specific (CSS and LS) models and group-specific (GS) model exist while the latter model has more sufficient explanatory specification. Since CSS and LS models specify the technical efficiency in aggregate forms, so the average efficiency scores in both models are estimeated as 0.76 and 0.84, respectively. While in GS model there are three different efficiency scores relevant to the above-mentioned three groups which are 0.81, 0.93, and 0.75, respectively. The similar outcome can be observed for input elasticities as well as scale elasticity. JEL Classifications: C23, C51, D21, L61}, keywords = {cement industry,Fixed-effects panel data,Group-specific,Iran,Stochastic Frontier Analysis,Time-varying technical efficiency}, title_fa = {ارزیابی مقایسه‎ای کارایی فنی در صنعت سیمان ایران (رهیافت مدل‎های مرزی تصادفی)}, abstract_fa = {در سال‎های اخیر مدل‎هایی برای تخمین کارآیی فنی تغییر پذیر در زمان پیشنهاد گردیده است. این مدل‎ها از نظر ویژگی و نتایج با یکدیگر تفاوت داشته و هر یک دارای خصوصیت‎های مربوط به خود می‎باشد. این مطالعه در فضای تولید مرزی به مقایسه و بررسی دو مدل "کارایی فنی متغیر در طول زمان" مطرح شده در ادبیات مرزی تصادفی، یعنی مدل کورنول، اشمیت، و سیکلز)1990، (CSS و مدل لی و اشمیت )1993،(LS می‎پردازد. سپس به‎منظور گسترش مدلLS و آزاد سازی فرض یکسان بودن روند زمانی برای تمامی واحدها، با معرفی مدل روند‎های زمانی با ویژگی گروهی واحد‎ها )2006،(GS، و با در نظر گیری فرم تابعی پارامتریک برای رفتار زمانی گروه‎ها در این مدل به تخمین پارامتر‎های اصلی مدل و پارامتر‎های اثر گذار هر گروه پرداخته می‎شود. مشاهدات مورد استفاده در این مطالعه درباره تمامی کارخانه‎های فعال سیمان در ایران (33 کارخانه) برای دوره‎ی زمانی 84-1375 می‎باشد. نتایج به‎دست آمده نشان می‎دهدکه برخلاف مشابهت‎ها تفاوت‎های اساسی میان مدل‎ها وجود دارد. در مجموع مدل GS به دلیل در نظر گیری تفکیک ویژگی‎های مشترک واحد‎ها به همراه روند زمانی خاص برای هر گروه نتایج دقیق‎تری را نسبت به سایر مدل‎ها به خود اختصاص داده است. این آزمون در زمینه ویژگی مقیاس ظرفیت واحدها و طبقه‎بندی در سه گروه واحدهای تولید بالای3000 تن، بین3000-1000 تن، و زیر1000 تن انجام گرفته است که متوسط کارایی برای گروه‎های اول، دوم، و سوم به ترتیب 81/0، 93/0 و 75/0را به همراه داشته است. چنین نتیجه‎ای برای دو مدلLS و CSS تنها به‎‎صورت جمعی برای تمامی واحد‎ها قابل دستیابی است، که به ترتیب ارقام متوسط 84/0و 76/0را ارایه می‎دهند. این یافته مهم را می‎توان برای کشش نهاده‎ها وکشش مقیاس به تفکیک گروه‎ها و یا تک تک واحد‎ها نیز مشاهده نمود، که درانجام سیاست گذاری‎های تعرفه‎ای نهاده‎ها درباره هر گروه اهمیت دارد. طبقه‎بندی : JEL C23, C51, D21, L61}, keywords_fa = {cement industry,Fixed-effects panel data,Group-specific,Iran,Stochastic Frontier Analysis,Time-varying technical efficiency}, url = {https://jte.ut.ac.ir/article_20734.html}, eprint = {https://jte.ut.ac.ir/article_20734_7de39b691ba107d6b13ca7e0d199a781.pdf} }
