Therefore, identifying the factors that lead to a price bubble in the real estate market should always be considered by economic policy makers. In this paper, an attempt was made to examine the impact of the central bank’s monetary policy through the bank credit channel and the government’s fiscal policy through the government’s public spending channel on the occurrence of housing price bubbles using agent-based models**[1]. The research results show that if monetary authorities apply simpler rules for measuring mortgage creditworthiness, this action can cause a significant increase in the housing price bubble and unsustainable economic growth. Enforcing more measured and soft rules that ensure that the amount of the mortgage paid covers an acceptable amount of the housing price will lead to sustainable economic growth. As for fiscal policy, fiscal deficit policy and the increase in public spending in the context of economic prosperity, along with the increase in GDP, will also significantly increase inflation. Given the central bank’s inflation target, this could lead to a price bubble in the real estate sector and trigger a recession. However, if the fiscal deficit policy is applied in times of recession, it can reduce the severity of the recession and housing price bubble and improve the situation.JEL Classification: G21, G28, E20, E25, R31.}, keywords = {Housing market bubble,monetary policy,Fiscal Policy,Agent-based models}, title_fa = {تأثیر سیاست‌های پولی و مالی بر حباب قیمت مسکن در اقتصاد ایران: با رویکرد مدل عامل‌بنیان}, abstract_fa = {در بخش مسکن، قیمت نقش مهمی دارد و تا زمانی که دچار حباب قیمتی نشود، می‌تواند موجب تخصیص بهینۀ منابع شود. از این‌رو شناسایی عوامل به‌وجودآورندۀ حباب قیمت مسکن، باید مورد توجه سیاست‌گذاران اقتصادی باشد. در این مقاله تلاش شد تا با استفاده از مدل‌های عامل‌بنیان، تأثیر سیاست‌های پولی بانک مرکزی از طریق کانال اعتبارات بانکی و سیاست مالی دولت از طریق کانال مصارف عمومی دولت، بر ایجاد حباب قیمت مسکن بررسی شود. نتایج تحقیق نشان می‌دهد هنگامی ‌که مقامات پولی، قوانین آسان‌تری را برای اعتبارسنجی متقاضیان وام مسکن درنظر می‌گیرند، این عمل آن‌ها می‌تواند موجب ایجاد حباب قیمتی مسکن و رشد ناپایدار اقتصادی شود؛ درحالی‌که قوانین سنجیده و ملایم‌تری را که مقامات پولی اعمال می‌کنند، بدون ایجاد حباب قیمتی مسکن سبب ایجاد رشد اقتصادی پایدار می‌شود؛ به شرط آنکه مقدار وام مسکن پرداختی، میزان قابل‌قبولی از قیمت مسکن را پوشش دهد. درخصوص سیاست مالی نیز، اعمال سیاست کسری بودجه و افزایش مصارف عمومی دولت در شرایط رونق اقتصادی، همراه با افزایش تولید ناخالص داخلی، تورم را نیز به میزان فراوانی افزایش می‌دهد که با توجه به تورم هدف بانک مرکزی، می‌تواند موجب افزایش حباب قیمت مسکن و درنهایت کسادی اقتصاد شود. چنانچه سیاست کسری بودجه در شرایط رکود اقتصادی اعمال شود، شدت رکود و میزان حباب قیمت مسکن را کاهش می‌دهد و سبب بهبود وضعیت می‌شود.طبقه‌بندی JEL:G21,G28, E20, E25, R31}, keywords_fa = {Housing market bubble,monetary policy,Fiscal Policy,Agent-based models}, url = {https://jte.ut.ac.ir/article_85103.html}, eprint = {https://jte.ut.ac.ir/article_85103_b4479172991718e0fd144d0ebe83ce04.pdf} }
