بررسی نرخ بهره‌برداری از ظرفیت اقتصادی در صنعت تولید برق کشور طی سال‌های 1350-1388

چکیده

این مطالعه به دنبال برآورد میزان ظرفیت اقتصادی و، به تبع آن، محاسبة نرخ بهره‏برداری از ظرفیت اقتصادی در صنعت تولید برق در سال‏های 1350 ـ 1388 است. داده‏های مورد استفاده به صورت سری زمانی و مربوط به کلیة نیروگاه‏های حرارتی تولید برق کشور است. در این مطالعه با درنظرگرفتن قید همگنی از درجة صفر نسبت به قیمت نهاده‏ها، تابع تقاضای سرمایه استخراج و با روش OLS برآورد می‌شود و از آن معادله ظرفیت اقتصادی تولید استخراج می‏‌شود. سپس، نرخ بهره‏برداری از ظرفیت اقتصادی از نسبت تولید واقعی به ظرفیت تولید اقتصادی برای صنعت تولید برق ایران محاسبه می‏شود. سرانجام، با برآوردِ تابع نرخ بهره‏برداری از ظرفیت اقتصادی، عوامل مؤثر بر میزان بهره‏برداری از ظرفیت اقتصادی بررسی می‌شود. نتایج تحقیق نشان می‏دهد تفاوت زیادی بین نرخ بهره‏برداری از ظرفیت در دیدگاه‏های مهندسی و اقتصادی وجود دارد. میزان بهره‌برداری از ظرفیت اقتصادی صنعت تولید برق ایران در اکثر سال‌ها کمتر از یک است؛ بدین معنی که میزان تولید واقعی از ظرفیت تولید اقتصادی کمتر است.

چکیده [English]

This study aims to estimate economic capacity and, in turn the utilization rate of economic capacity in Iran’s electricity generation industry during 1350-1388. Aggregate time series data for thermal power plants are used. With parametric restrictions for linear homogeneity in input prices imposed, capital demand function is first derived and estimated. This allows the derivation of economic capacity. Then, the utilization rate of economic capacity in Iran’s electricity generation industry is obtained by dividing actual generation by economic capacity. Finally, the modeling and estimation of the (economic) capacity utilization rate function permits us to investigate the effects of various factors on the utilization rate of the generation industry. Our results point to the existence of a large difference between utilization rates as defined by engineering and economic perspectives. The economic capacity utilization rate for most years during the period of analysis is smaller than one, indicating actual generation is less than economic capacity.
